Certificate of
Quality - Introduction
1. Preamble
ICAR
General Assembly in June 2006 approved the new
programme called ICAR Certificate of Quality for
acknowledgement of services provided by its
member organizations. The new Certificates will
totally replace the ICAR Special Stamp which
will be phased out by July 2009.
2. Background
Over the
past few years there has been much debate as to what
is meant by the ICAR Special Stamp and do the same
standards actually apply across the whole membership
of ICAR. Following formal and informal surveys,
carried out across sections of the membership it is
apparent that there is no one way of carrying out
the recording business.
The
global trend of reduced state involvement in
recording; the reduction in dairy farmer numbers;
the reduction in farm labour whilst at the same time
herds increase in size; financial and competitive
pressures, have all conspired to bring about changes
not considered possible ten years ago.
To
recognize the changing environment, the ICAR General
Assembly approved amendments to the ICAR Statutes
and introduced Associate Membership so that the
membership base is increased and influence spread
wider. The initial response to ICAR’s fee-paying
Benchmarking programme, whereby members can
confidentially compare their performance against
their peers, has been better than expected by many.
Additionally, to reflect the need to ensure that the
members provide a service which is both relevant and
of good quality to its farmers and others, ICAR has
introduced its Certificate of Quality.
3. Benefits
The
introduction of the Certificate of Quality will
enhance and expand the benefits offered by the
previous program. The benefits to organisations will
include:

unique mark identifying product and service
quality for customers which meets or exceeds the
published ICAR guidelines

A
marketing tool for organizations which will
identify their conformance with internationally
recognized standards
-
A
time-sensitive approval period which will ensure
to customers that the service provider has
routinely met the ICAR criteria thereby providing
enhanced confidence in the quality of service or
product received.

A mark
of the demonstrated leadership of ICAR in the
international marketplace through the provision of
value-added services for its members.
